Osinbajo cannot replace Buhari in 2019 if president dies – Northern Elders
Chairman of Northern Elders Forum, Professor Ango Abdullahi, has maintained that should President Muhammadu Buhari’s failing health prevents him from seeking re-election in 2019, the North must retain the presidency.
Abdullahi stressed that the region must be allowed to field a presidential candidate through the All Progressives Congress, APC, in 2019 should Buhari fail to seek re-election.
The don said in the situation of any eventuality, the Acting President, Yemi Osinbajo should be allowed to complete the current tenure but will not be allowed to contest in 2019.
Speaking with New Telegraph, Abdullahi said, “The constitutional provision says that in the event that the president dies in office or becomes incapacitated for one reason or the other and cannot perform the duties of his office, he will be succeeded by the Vice president.
“But no one is in a position to know at what point he is going to recover fully and come back to office, or whether the unexpected could happen.The northern elders insist that Osinbajo cannot replace Buhari in 2019
“If the worst case scenario happens, and Buhari is not back on seat, the constitution is very clear that the vice president takes over.
“And what we then expect is that he will take that tenure to its logical end and from there, the politics of power sharing will take precedence over anything else.
“When the unexpected happens, in 2019 we will be back to our position that the north should be treated equitably and fairly.
“And we expect that another northern candidate will emerge as presidential candidate on the platform of APC.”

How Babangida Sent a Bag of Money to Buhari in 1988 - Biographer Reveals
Excerpts from Buhari's biography shows he was apparently bribed by Babangida with a lump-sum as he left prison custody to enable him kick-start his life again.
Controversies over the contents of President Muhammadu Buhari’s authorized biography are not going to be over soon.
Allegations of money exchanging hands between the president and the man who toppled him in 1985, General Ibrahim Babangida, are in the book titled “Muhammadu Buhari: The Challenges of Leadership in Nigeria.”
According to accounts on page 35 of the book, after General Buhari was released from detention in 1988, IBB sent him “a bag of money” which he (Buhari) “distributed to the poor.”
“Buhari had married Safinatu Yusuf in 1971, and they had five children, a son and four daughters. In the end, Buhari and Safinatu would be divorced in 1988. He would marry Aisha Halilu in 1989, after his release from detention. They would also have five children.
“After the death of his mother in December 1988, Buhari was released and travelled to Daura for the mourning. When he arrived in Daura, he found his farm much as he had left it. His senior brother (the father of Mamman Daura), along with the Barden Daura, had managed the cattle, sheep, and horses in his absence, although a number of cattle had been sold off to pay for feed during the drought.
“Buhari was still in debt to the bank for building his home. Yet now he had no income. At that time there was no program to provide retirement funds for former heads of state. Babangida agreed to a policy to pay Buhari his military pension, a modest 1,643 naira per month for ten years.
“Babangida had originally sent Buhari “a bag of money,” but Buhari refused it and had it distributed to the poor. Buhari had negotiated his pension funds with Air Vice Marshal (rtd) Hamza Abdullahi, a military governor of Kano, who acted on behalf of Babangida,”the biographer wrote.
The book also contained details of how Buhari was arrested by two soldiers in his bedroom in consummation of the August 27, 1985 coup.
“By late spring of 1985, the number of “big men” going to jail had increased. The tribunals were open and transparent. Buhari was insistent that the courts do their duty without fear or favor. Two-thirds of those arrested and charged came from the north, that is, from the NPN base.
“As noted above, by the summer of 1985, splits were beginning to appear within the top military circle. Babangida had been part of every coup in Nigeria since 1967 and began to consider his options. He was very close to General Aliyu Gusau, who was in charge of security. As the summer unfolded, Buhari became aware that Gusau was trading in import licenses on the side. Gusau was retired by Buhari, a move that apparently upset Babangida.
“Buhari confronted Babangida and asked what he would have done in the matter of Gusau’s retirement. Babangida agreed that Gusau had to have been retired. A few days later, however, there was a knock on Buhari’s bedroom door. He opened the door and was met by two soldiers, who told him, “General Buhari, sir, you are under arrest.” Buhari would spend the next three years in detention in Benin. But at least he was alive.
“The question has arisen subsequently as to whether Buhari knew about the countercoup in advance. Given his “appreciation” of complex situation, it is argued by some, how could he not have known?
Life in Detention
“Buhari was housed in a well-guarded small bungalow in Benin City. He was not harassed by soldiers or cut off from all communication. He was given a small television set that could pick up one or two channels, plus daily newspapers and he was provided three meals a day. He was allowed visitors, but only on the specific authorization of Babangida In most cases, his visitors were members of his family, although because they lived in the north of the country, and Benin was in Edo State in the south, travel was a problem.
“Buhari’s daily routine was much the same every day. He would get up around 5a.m. for Muslim prayers, and then go back to bed; get up again around 8 or 9a.m. and have breakfast; read; have lunch; rest; exercise; pray; eat dinner; read; and sleep. The only exercise he could get was to jog around outside the house.
“He read not only newspapers, but also novels, history books and the Qur’an. His chief uncertainty in detention was when he would be released. If Babangida had wanted to kill him, he realized, he would be dead by now. Hence, he had to endure not so much anxiety as a continual sense of boredom.
"He was used to a Spartan lifestyle and so he did not miss material comforts But he did miss his family, and he felt acutely the loss of his freedom. He had absolutely no intention of ever re-entering Nigerian political life.
“In the end, after more than three years in detention, it was the death of Buhari’s mother in December 1988 that led to his release. News of her death generated public pressure on Babangida to let Buhari return to Daura. Babangida acceded to the pressure, allowing Buhari to go back to Daura, where he would have to start his new life as a retired major general,” the author wrote.

We will not watch you humiliate Ike Ekweremadu – Ohanaeze warns Buhari, EFCC
The Igbo socio-political organisation, Ohanaeze Ndigbo, has warned the Federal Government and the Economic and Financial Crimes Commission, EFCC, that it will not sit idle and watch the Deputy Senate President,
Senator Ike Ekweremadu being humiliated.
Ohanaeze gave the warning while reacting to a recent alarm raised by Ekweremadu, where he alleged that the EFCC was planning to rope him into a financial mess.
The anti-graft agency, has since denied the allegation by the Deputy Senate President.
However, Chairman of the Enugu State Chapter of the organisation, Alex Ogbonnia, said the group had reasons to believe that such plot was feasible going by the sequence of events that have taken place since 2015.
According to Ogbonnia, “The denial by the EFCC notwithstanding, we wish to warn, in the strongest terms possible, that the Enugu state chapter of Ohanaeze Ndigbo will not sit idly by and watch our son being maligned; oppressed or ridiculed by the Presidency or the EFCC.
“We are not unmindful of the fact that this plot gained currency with Senator Ekweremadu’s role in perfecting the bail conditions of Nnamdi Kanu, the leader of the Indigenous People of Biafra, IPOB, who was
granted bail recently with stringent conditions.
“For the avoidance of doubt, Senator Ekweremadu did what he was supposed to do in the circumstance as a firm believer in the rule of law and justice.”
Ogbonnia claimed that the Presidency has made several attempts to remove Ekweremadu as Deputy Senate President since his emergence in the 8th Senate.
“Though this matter was officially reported to the security agencies as well as the Presidency, the matter was swept under the carpet. Till date, neither has any arrest been made in connection with the assassination attempt nor any official statement been issued by the government.
“It is in view of the foregoing events that we take seriously the recent revelation by an impeccable source on this grand plot by the
presidency and the EFCC to plant exhibits in the residence of the reverred Senator with intent of framing him up and bringing him to
national and international disrepute,” Ogbonnia added.

2019 Election: Only God and Buhari Can Decide for Me - Gov. Nasir El-Rufai Speaks
Ahead of the 2019 upcoming general election, Governor Nasir el-rufai of Kaduna state has said that only God and President Buhari can decide his next political ambition.
While speaking in a special phone-in radio programme in Kaduna on Wednesday to herald his two years in office, the Governor of Kaduna State, Nasir el-rufai, said only God and President Muhammadu Buhari can decide whether he is going to re-contest the governorship election in 2019.
According to him, when he completed his assignment as a federal minister and another government showed interest in appointing him as a minister, again, he rejected the offer and said he was done with being a minister.
El-rufai however insisted that the position of a governor is a different ball game that would be difficult for one to be assertive, adding that only God can decide his faith in 2019 and the President Muhammad Buhari.
“If the president come and meet me and said I want you to re-contest or otherwise, I have no option than to obey his command.
“Afterall, in 2014 or thereabout, I had my own plans before the President asked me to contest the exalted position of the governor and the rest is now history."
He dispelled the insinuation that his government had received grants from Melinda Gates for some of the projects being executed in the state capital and its environs, maintaining that, “we have not only cut cost in governance but we have saved to carry out these projects.
“We were not reckless in our spending but we are very meticulous and prudent in our finances. Your money is safe.”
He also chastised those promoting division among the people to desist from doing so “as violence would only lead to destruction and not development.”

Breaking News: Buhari Finally Resumes, Meets AGF, GMD NNPC
Nigeria's president, Muhammadu Buhari is back on his desk at the presidential villa, Abuja, after he took some time off to rest.
He had a closed door meeting separately with the Minister of Justice and Attorney-General of the Federation, AGF, Abubkar Malami, and the Group Managing Director, GMD of the Nigerian National Petroleum Cooperation (NNPC), Maikanti Baru.
Malami, who is a member of the Presidential committee investigating suspended Secretary to the Government of the General of the Federation (SGF), Babachir Lawal and the Director-General of the National Intelligence Agency (NIA), Ayo Oke headed by Vice President Yemi Osinbajo, has hinted that the final report will be submitted on Wednesday.
He disclosed this to State House correspondents while answering questions after the meeting with the President.
He however refused to speak on whether the committee would yield to the calls of not making the report public, saying “it will be preemptive”.

Buhari's Health? Ex-Nigerian Presidents; Obasanjo, Babangida, Abdusalami Meet Behind Closed-door
Former Nigerian Presidents; Chief Olusegun Obasanjo, General Ibrahim Babangida (rtd) and General Abdulsalami Abubakar (rtd) on Tuesday, met behind closed doors in Minna, the Niger State capital.
The meeting which lasted for over two hours was held at the hilltop home of former military president, IBB.
It was gathered that visitors who usually besiege Babangida’s house were streamlined, with some of them stopped from entering the house ahead of the arrival of former President Obasanjo at about 3:00pm yesterday.
Before the arrival of Obasanjo, former head of state, General Abubakar was already in IBB’s house waiting.
On arrival, Niger State governor, Abubakar Sani Bello, received Obasanjo at Minna airport and took him to IBB home at hill top without official retinue.
Sources disclosed that the governor led Obasanjo to the inner chamber where the duo of IBB and Abubakar were waiting.
It was learnt that after the usual pleasantries, even the closest domestic and security staff in the house were excused from the inner chamber at the time the meeting went into closed door.
The Niger State governor who had initially received Obasanjo later left the three elder statesmen who met for over two hours before Obasanjo left the state at about 6pm.
Details of the meeting were still not known at the time of writing this report, but a source close to one of the former leaders told our correspondent that the former leaders may have discussed some crucial national issues.

Magu: Senate Plans Fresh Showdown With Presidency
The Senate has perfected plans to withhold the confirmation of nominees by President Muhammadu Buhari as part of the lawmakers’ strategies for a showdown with the Presidency.
This is notwithstanding the recent move by the Presidency to reconcile with the Senate.
The upper chamber of the National Assembly is considering placing an “embargo” on approval of appointments by the President until the legislature and the executive resolved the lingering crisis between them.
It was gathered on Sunday that the Senate would make the move based on the recent comment by Vice-President Yemi Osinbajo, who said he agreed with human rights lawyer, Mr. Femi Falana (SAN), that Section 171 of the Constitution empowers the President to make some appointments without National Assembly’s approval.
An impeccable source in the leadership of the Senate told newsmen that a constitutional crisis was brewing in the country.
According to the source, the legislature and the executive have conflicting interpretation of the Constitution on their powers and responsibilities.
The source, who spoke on condition of anonymity, said while an intervention by the judiciary would be needed, the executive should go to court and not the legislature.
The Presidency and the Senate had clashed over the retention of Mr. Ibrahim Magu as acting Chairman of the Economic and Financial Crimes Commission despite the rejection of his appointment by the legislature.
The Senate had, on March 28, 2017, suspended the consideration of the 27 nominees by the President as Resident Electoral Commissioners of the Independent National Electoral Commission for two weeks.
The move was to protest the Presidency’s insistence on Magu as the acting Chairman of EFCC.
Osinbajo had ruled out the possibility of Buhari replacing Magu with another nominee, adding that the President did not find the DSS report, which was the basis for Magu’s rejection, as a strong reason to replace the EFCC boss.
He said despite being rejected twice, the government was still at liberty to renominate Magu.
Speaking to our correspondent on Sunday, the National Assembly source stated, “There is going to be a constitutional crisis in Nigeria because the Senate is now at a crossroads on what to do with the nominations made by the President for which he is seeking the confirmation by the Senate.
“Going by what Osinbajo said on Magu, it means that the nation’s Presidents from 1999, who sent nominations to the Senate for confirmation, had all breached the Constitution. Even Buhari, who has been sending nominations to the Senate, was not properly advised.”
Senate President Bukola Saraki had, at the plenary on Wednesday, read three letters from Buhari, seeking the confirmation of some of his appointments, including three non-career ambassadorial nominees,
The President, in another letter, sought confirmation of the appointment of five members for the board of the Central Bank of Nigeria.
The President also wrote the Senate separately to seek the confirmation of the appointment of the Chairman, National Electricity Regulation Commission.
Also, the lawmakers have yet to screen and confirm the two ministerial nominees sent to the Senate by Buhari.
The source added, “They may not (be considered, including those of the CBN, NERC and others just sent to the Senate, because of the claims made by the Vice-President. He spoke as if he was speaking the mind of the President.
The source added, “They (Presidency) should proceed to court to seek endorsement for their position. It is their business to go to the court, not the Senate’s. The Vice President has already stalled the nomination and confirmation processes by his unguarded statements.
“He somehow agreed with Falana that there is no need for legislative confirmation for the appointments. With the Section 171 claim by the Vice-President, the Senate is now at a crossroads on whether to go on with the confirmation (of appointments) or adopt the new claim by the Presidency.
“The National Assembly follows established laws, which have been used for all dealings with the other arms of government. If they now have a contrary view, they should go to court.”
But a member of the Senate expressed his anger over the plan in an interview with our correspondent.
The All Progressives Congress lawmaker lamented that some recent decisions by the chamber were not enjoying the support of most members.
The lawmaker said, “Between you and I, that is rubbish. The issue of Magu is rubbish; the issue of (the Comptroller General of Nigeria Customs Service) Hameed Ali is rubbish.
“If some of us insist on Magu’s removal and Ali should appear before the Senate in uniform, how does that put food on the table of Nigerians? And we are supposed to focus on what can improve the life of the average Nigerians; we are not doing that. But we are busy with Ali, Magu and other issues. It is so unfortunate.”
The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, could not be reached for comments on the latest development.
But the Vice-Chairman, Senator Ben Murray-Bruce, said the Senate would address all issues relating to the relationship between the lawmakers and the Presidency.
He said, “By Tuesday, Senator Sabi (Abdullahi) will speak on the issue as reflected by the joint decision of the Senate. Nobody can take any individual position (on the matter); the Senate will take the position.”
When asked to speak as the deputy spokesman for the Senate, Murray-Bruce replied, “Sabi will take that position because I have not gotten any official communication from the Senate and I don’t have any opinion (on the matter).”
President Buhari had set up a reconciliatory committee chaired by Osinbajo, which has as members ministers, who were at a time, members of the National Assembly as members.
The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang; and Samaila Kawu (House of Representatives) are also members.
But while the Presidency said the panel had started to meet with the Senate leadership, Saraki had denied such meetings, saying the committee was not necessary.
The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, could not be reached for comments on Saturday and Sunday.

How President Buhari Made Nnamdi Kanu a True Hero - Iwuanyanwu
A frontline Igbo politician and Chieftain of the Peoples Democratic Party, PDP, Emmanuel Iwuanyanwu, has stressed that President Muhammadu Buhari’s government made the leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu a hero by detaining him.
Iwuanyanwu’s comment is coming at a time Kanu, who is facing charges of treason before an Abuja Federal High Court was released from Kuje prison after spending about 18 months.
Speaking at Amokwe in Udi local government area of Enugu state, the Publisher of Champions Newspaper faulted the treason charges levelled against Kanu, stressing that the IPOB leader only expressed his public opinion, which is not an offence.
Iwuanyanwu, who declared that nobody can wish Biafra away maintained that he is a Biafran by virtue of being an Igbo man.
He said, “I have always said that was no reason for detaining Nnamdi Kanu. Kanu didn’t commit any treason. Treason is when you take up arms against the government, he didn’t take up any arms, there was no reason whatsoever for detaining him, because everybody have the right to say I want Biafra, everybody have the right to say I want Biafra. For God’s sake, I’ve made it clear to people that Biafra is for the Igbo. Hausas are Arewas, Yorubas are Oduduwas and we are Biafrans.
“There is a problem we have because Biafra fought a war and people are ashamed to say they are Biafrans but I am not afraid to say I am a Biafran. Biafra is part of Nigeria, Arewa is part of Nigeria, Oduduwa is part of Nigeria; all of us are there.
“If a person from Odududuwa takes up arms to secede from Nigeria, its treason but if one is just saying by words of mouth, it just an ordinary expression of public opinion. There is no law that makes such a person get convicted by just saying we want to secede, it’s a right of expression.
“But if somebody from Oduduwa is amassing arms to topple the government to secede, its treason. If somebody from Arewa is amassing arms to topple the government, its treason, if somebody from Biafra, because all of us are from Biafra I am from Biafra, to topple government, its treason.
“But if I come and say I want Biafra, it’s no offence. To the best of my knowledge Kanu didn’t have any violent means; all he said was that he wanted Biafra. He shouldn’t have been detained in the first place, I said it long ago. I said the government is making him a hero but people misquoted me and said I said government should jail him.
“No, I said that getting an innocent person, putting him in prison, they are making him a hero. So what Nnamdi Kanu is now is a hero because of all these. So he has not committed any offence and shouldn’t have been in detention in the first place.
“But there are also some parts of Igbo, who since after the war, they don’t want to talk about Biafra. You cannot wish away Biafra, Biafra is there just like you can’t wish away Oduduwa or Arewa.”
Nigerians Insecure, Hungry, CAN Tells Buhari
The Christians Association of Nigeria (CAN), has reminded President Muhammadu Buhari of the pains Nigerians are going through as a result of hunger, poverty and insecurity of lives and property in the country.
The religious body said this in a goodwill message delivered by the CAN National Secretary, Rev. Dr Musa Asake, at the ongoing 104th annual session of the Nigerian Baptist Convention, holding in Abuja.
The CAN said it believed that this year’s theme for the Baptist Convention, “Moving Forward: Overcoming the challenges of Life through Jesus Christ”, was “the best suited for this troubled times.”
Asake said: “You will all agree with me that our country Nigeria is today experiencing excruciating pains as we witness religious and ethnic cleansing through the criminal activities of the murderous Fulani herdsmen who are on a killing spree on daily basis.
“Nigeria has become unsafe because our security agencies are not living up to their billings. In Nigeria today, nowhere is safe, both the rich and the poor are crying because of the evil in the land occasioned by the criminal activities of the terrorists, kidnappers, armed robbers, ritualists, cultists, while unemployment and corruption are in high places.”
CAN applauded the leadership qualities of its President, Samson Ayokunle, who is also the President of the Nigerian Baptist Convention (NBC).
“We, in CAN, are very grateful to the Nigerian Baptist Convention for giving you your very best, who now serves as the National President of the Christian Association of Nigeria. I am talking of no other person than Rev. Samson Olasupo Ayokunle.
“In times like this, we need a vocal and courageous leader to speak and stand in the gap for the Nigerian church. Let me boldly tell you that the man you gave us as the number one Christian in this country is a leader who speaks his mind on all issues, irrespective of whose ox is gored,” Asake said.

For the second time in 21 days, President Muhammadu Buhari, was again, absent from the weekly Federal Executive Council (FEC) meeting which held yesterday at the Presidential Villa, Abuja.
Seeking more time to recuperate, Buhari directed his deputy, Prof. Yemi Osinbajo, to preside over the gathering. The president’s absence from the FEC meetings has generated public interest leading to speculations about his health because that is where the developmental agenda for a given time is set by the government.
But apparently to douse the anxiety over the non-appearance of the nation’s number one citizen at major events lately , the Minister of Information, Lai Mohammed, later spoke to State House correspondents.
His words: “We just concluded the FEC meeting. I am sure you noticed that the president was not there. He was not there because he asked that he be allowed to rest and asked the vice president to preside.
“And he will be working from home. He has asked that all his files be taken to him in the house. He will be working from home today.” In the meantime, the president has sought the approval of the National Assembly to take two separate loans totalling $12.912 billion to fix the railways, reconstruct the North East and expand the social safety net programme of his administration.
Mohammed noted that Osinbajo would later brief the president on the outcome of the deliberation.At yesterday’s meeting, only a handful of ministers assembled alongside the vice president in the Council Chambers venue awaiting the Buhari’s arrival to no avail.
A security official was seen standing behind the president’s exalted seat but vacated the area later when it became apparent that the president would not be presiding.
At exactly11:00 a.m., Osinbajo opened the meeting with the national anthem which was followed by prayers and the proceedings proper.
The gathering did not hold last week. The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, had blamed this on the inability to circulate relevant documents to members due to the Easter holiday .
Also three weeks ago, Osinbajo presided over the meeting because, of what the presidency termed, Buhari’s engagement with other pressing state issues at his official residence.In an interview with newsmen, Mohammed had maintained that it was not unusual for his deputy to preside over the council.
He had noted: “It is not unusual, even if the president is hale and hearty and everything is going on well, for the vice president to come and preside over meetings of the Federal Executive Council.
“The fact that the president is not in the office does not mean that he is not working….so, the fact that you did not see him does not mean that he is not working at all.
“Understandably, that has sparked a lot of controversies. I just want to make this clear, the president is in town. He is attending to other issues. The president looked at the agenda, it was a very light agenda and decided that the vice president should preside.
“It is not unusual for the kind of interest that is shown especially given the fact that the president was away for a while on medical treatment. We are not surprised that people will be wondering is he ill again?”
Yesterday’s deliberation, however, led to the approval of N3.8 billion for the lease of fast-going vessels to enable the Nigerian Maritime Administration and Safety Agency (MIMASA) to optimally perform its duties on the high sea in the next one year.
The Minister of Transportation, Rotimi Chibuike Amaechi, who made the disclosure to newsmen, added that the council sanctioned the release of N358 million for the procurement of 56 land patrol vehicles for the Nigeria Immigration Service (NIS).
Also N5 billion was approved for the construction of the Economic and Financial Crimes Commission (EFCC) headquarters.The Minister of Health, Isaac Adewole, said government would deploy a team of doctors, nurses, pharmacists and other health personnel in Sokoto and Zamfara states to curb reported cases of meningitis.
He confirmed that 813 deaths cases have so far been recorded since the outbreak of the contagious disease in parts of the country. Adewole hinted that the “cases will drop with the commencement of rainfall.”
The new move comes five months after the Senate declined a $29.96 billion loan request. The first proposal is for a facility of $5.851 billion from the China Exim Bank. The second involves securing $6.926 billion from the World Bank.
Prior to the presentation, it was learnt that the Senate President, Abubakar Bukola Saraki, Speaker of the House of Representatives, Yakubu Dogara and principal officers of the two chambers, with the exception of the Deputy President of the Senate, Ike Ekweremadu, had met with the president some weeks back on the issue.
According to the breakdown, the Lagos-Kano railway modernisation project and Lagos-Ibadan segment will take $1.231 billion.Those of Lagos-Kano and Kano-Kaduna segments take $1.146 billion, while $3.474 billion is billed for the Coastal Railway project, Lagos-Calabar segment. The three components are part of the loan request from Chinese bank.
Part of the $6.926 World Bank facility will be used to finance projects in the Boko Haram-ravaged North East and provide social inclusion and welfare advancement project.
Polio eradication support and routine immunisation project get $125 million.Also, community and social development project would get $75 million, while states’ health programme investment projects take $125 million, just as $100 million goes to education programme investment projects at that tier of government.
Youth employment and social support projects also get $100 million while $50 million is earmarked for the Fadama 3 Project. The lawmakers had noted then that they rejected the earlier loan request because a breakdown was not attached.
Reading the letter on the floor, Dogara said it behooved the lawmakers to expeditiously approve the request since the funds available under the Chinese-African fund were limited and loan applications based on first come, first serve.

Buhari must release Dasuki now – Col. Umar
Colonel Abubakar Dangiwa Umar, (rtd), former Military Governor of Kaduna State, has asked President Muhammadu Buhari to order the release of ex-National Security Adviser (NSA) without further delay.
This is contained in a statement he signed and issued on Sunday, titled “Respect law courts’ decisions and release M.S. Dasuki on bail please”.
Umar said it was over one year since three law courts, including ECOWAS Court granted bail to Dasuki but that the Federal Government had refused to release him, citing the untenable excuse of the grievous nature of his offence.
He noted that: “Our extant constitution is quite clear on this issue. The Federal Government does not have the power to determine which offence is bailable or whether an accused person is deserving of bail.
“It should therefore obey courts’ decisions and release Col. Dasuki without any further delay. His unlawful detention, campaign of calumny and pretrial publicity make it impossible for him to receive a fair trial.
“The only explanation one can find for Col. Dasuki’s lengthy detention without trial is that he belongs to the wrong camp. He has also the misfortune of having served as National Security Adviser to the much vilified Nigerian President of Ijaw extraction.
“Colonel Dasuki’s fate is tied to that of his former principal President Goodluck Jonathan; an honourable and patriotic Nigerian who conceded defeat and congratulated the winner of the 2015 Presidential election Gen Muhammadu Buhari even before INEC declared the final results, when he could have held on tenaciously to power as is the norm in many Third World Countries.
“This rare act of statesmanship which pulled the country back from the precipice has been rewarded with utmost disrespect and derision by the APC Federal Government.
“President Jonathan is the most maligned Nigerian former Head of State. Col. Dasuki is paying dearly for his loyal service to this patriot. All well-meaning Nigerians must speak out against his unfair and unlawful treatment.
“We cannot afford to remain neutral in the face of this monumental injustice. When one Nigerian is unlawfully detained all of us must have the moral consciousness to feel psychologically incarcerated”.
Umar however commended the Federal Government for suspending the SGF Mr David Babachir Lawal and the DG NIA Mr Ayodele Oke while they are being investigated.
“It is also remarkable and commendable that the Government has decided not to detain the duo while they are being investigated.
“This is a welcome departure from the prevailing anti-democratic process by which accused persons, particularly from the opposition camp, are unlawfully detained pending the commencement of investigations, or refused bail granted by law courts.
“There is national unanimity in support of the war against corruption which is expected to be non-discriminatory and waged by a meticulous adherence to the rule of law.
“For the war to be meaningful and sustainable, it must be elevated beyond a President Buhari personal struggle to a national one.
“Most fair-minded Nigerians are no more impressed and are indeed sceptical with the conduct of this government’s anti-corruption war which appears to be aimed at the neutralization and destruction of the opposition”.

Buhari should have ordered arrest of SGF, NIA boss – PDP
Senator Ahmed Makarfi-led National Caretaker Committee of the Peoples Democratic Party, PDP, has said President Muhammadu Buhari should have ordered immediate arrest of suspended Secretary to the Government of the Federation (SGF), Babachir David Lawal and the Director General of the National Intelligence Agency (NIA), Ambassador Ayo Oke.
The party wondered why the duo were yet to be quizzed by the Economic and Financial Crimes Commission (EFCC).

In a statement on Thursday in Abuja, the spokesman of the caretaker committee, Prince Dayo Adeyeye said the two officials would have been arrested and detained the same way PDP chieftains were being handled by the EFCC.
The committee also said rather than Osinbajo’s panel, an Independent Commission of Inquiry should be constituted to investigate the suspended officials.
“We are alarmed at the suspension of the SGF at a time that Nigerians and the international community are excitedly enjoying the theatre of the absurd playing out with the recovery of huge sums of money without owners.
“Now the APC-led federal government suddenly realized the corruption allegation levelled against the SGF; and instead of arresting and detaining him as the government has been doing to PDP members and other Nigerians, he was rather suspended and a committee set-up to investigate him. This is to say the least, double standard.
“We are at a loss why the President would set up a panel comprising members of his cabinet to investigate other senior very powerful members of the same Executive. Where is the transparency in that?” The statement queried.

Why Nigeria would break up under Buhari – US-based lawyer, Lloyd Ukwu

Nigeria is a very complex country, and its governance is complicated by tribal, religious and sectional rivalries.
“In my viewpoint, Buhari is insensitive to this complexity and lacks the finesse and dexterity needed to govern Nigeria. With a military background and orientation, and a total lack of a liberal education, he is ill-equipped to preside over a democratic Nigeria. He has no refinement, and as such, only understands the language of force. He also does not understand the world order. Recall that he once referred to Germany as Western Germany and Chancellor Angela Merkel as President Michelle. Those were just tip of the iceberg.
“There is no doubt that corruption is killing Nigeria, and that something needs to be done urgently to deal with it. But you do not pull the entire house down simply to kill the rats in the ceiling. “He will then fill the prison with his political enemies, as all those he fingered for corruption will automatically be arrested by the Economic and Financial Crime Commission (EFCC) and jailed for one hundred years or more by a compliant judiciary, dominated by northern judges.
“Is Buhari’s hypocrisy not conspicuously obvious? To tackle corruption, he must first purge himself of his excess baggage. He must approach equity with clean hands. How on earth can he fight corruption when the likes of Tinubu, Okorocha and former governor, Amaechi are his political allies?
“Please explain it to me! Amaechi is the man that funded Buhari’s campaign with the money he stole from the coffers of the government of Rivers State. Buhari, of course, knew that the funds were stolen and laundered by the former governor. At the time he was splurging stolen money on the Buhari Presidential Campaign, he was a sitting governor. He was not a multibillionaire in the mold of Dangote. So, the source of the money was obvious to Buhari.
“It is understandable that a president appoints people that he is comfortable with to work with him. But to appoint only his friends and relatives to pivotal positions as the Director Generals of the Directorate of State Security (DSS), Customs and Immigrations and the Chairman of the Independent National Election Commission (INEC) is nepotism.

“Nepotism is corruption. And he insulted the sensibilities of Nigerians by justifying the appointments on the grounds that the appointees are loyal to him as friends and relatives. It is wrong for him to give the impression that only his friends, relatives and others from the northern part of Nigeria are competent, and committed to his vision. In addition, his punishing of those regions of the country that did not vote for him in the presidential election is grossly unfair. It is not only setting a dangerous precedent but inflames ethnic fury.
“My honest advice to Buhari is to first of all stabilize the economy and embark on institutional reforms that will strengthen the judiciary and the legislature before delving into other major divisive issues. However, he is neither reforming nor strengthening our national institutions.

There was a mild drama at the Presidential Villa, Abuja yesterday following the announcement by President Muhammadu Buhari suspending the Secretary to the Government of the Federation (SGF), David Babachir Lawal and the Director General (DG) of the National Intelligence Agency (NIA), Ambassador Ayo Oke.
A statement by the presidential spokesman, Femi Adesina, said both officials remained suspended until they were fully investigated. Lawal is being probed over allegations of an award of contracts under the Presidential Initiative on the North East (PINE). Oke, on the other hand, is facing scrutiny for his agency’s role in the $43 million and other local currencies found in an Ikoyi, Lagos apartment by the Economic and Financial Crimes Commission (EFCC).
By the suspension of these officials, the government seems to have affirmed its commitment to its anti-corruption agenda. But how the matter is finally resolved will determine the strength of the resolve of the government to beam the anti-corruption searchlight on its officials.
Shortly after the announcement, State House correspondents sighted the axed officials being driven into the Villa. However, it could not be established whether Lawal had prior knowledge of the presidential directive as at the time of his suspension, but he was seen by newsmen after a closed-door meeting with Vice President Yemi Osinbajo.
When reporters sought his reaction after the meeting, the suspended SGF queried the source of the report. The following conversation ensued:

Apparently looking bemused, he thereafter walked away and was chauffeur-driven out of the Presidential Villa. In the same vein, Oke, who arrived at the seat of power shortly after Babachir left to seek audience with the Vice President, could not gain access as he was barred by the security agents at the entrance to the Vice President’s wing of the Presidential Villa.
Oke, who later made another attempt at the security gate accessing the forecourt linking the entrance to President Buhari’s office, was again denied access, as the remote controlled gate remained firmly shut.
Hitherto, the NIA boss enjoyed the privilege of gaining access to the President through the gate along with the service chiefs, National Security Adviser (NSA), Inspector General of Police (IGP), DG State Security Service (SSS), Attorney-General of the Federation (AGF), Head of Civil Service of the Federation and the Federal Capital Territory (FCT) Minister. The suspended NIA boss was forced after being denied access to drive out of the presidential villa looking dejected. He was, however, sighted about 45 minutes later being led to Prof. Osinbajo’s office by the Vice President’s Chief Security Officer.
Consequently, a three-man committee, headed by the Vice President with the Attorney-General of the Federation and Minister of Justice as well as the National Security Adviser as members, has been raised to investigate the allegations. It has two weeks to submit its report.
By the new development, the most senior permanent secretary and officer in the SGF and NIA offices are to act as heads while the investigation lasts. Meanwhile, the ruling All Progressives Congress (APC) has backed the President over the decision.
Its spokesman, Malam Bolaji Abdullahi in an interview with The Guardian, said there was nothing abnormal with the measure. His words: “The action by the president is part of the normal procedural thing to do. If someone is being investigated, it is normal that that individual is required to step aside to allow the investigation to be concluded. It also demonstrates the resolve by the president to entrench transparency and accountability. This is my interpretation of what happened.”
Besides, the National Assembly and famous constitutional lawyer, Chief Mike Ozekhome, lauded the exercise. The Senate communicated its satisfaction in a statement yesterday by the chairman of its ad hoc committee on the humanitarian crisis in the North East, Shehu Sani.
“It is commendable that the president has taken the Senate committee report and recommendations seriously. The sword of truth is not just cast and sharpened for the neck of foes but also for those of friends,” he added.
In their commendation messages, Representatives Aliyu Magaji Dau (APC Jigawa) and Johnson Agnayinman (APC Edo) noted that the action sent a signal that nobody was above the law.
They, however, called for restraint so that fair hearing for the affected officials would not be compromised. Describing the axing as “good riddance to bad rubbish”, Ozekhome held that the measure was indicative that President Buhari was beginning to listen to the voice of reason on the need to entrench good governance in the polity.
“The suspension of the N250 million grass-cutting SGF and the N15 billion Osborne Road warehousing NIA DG, NIA is good riddance to bad rubbish. I am sure the government is beginning to listen to my critical but patriotic voice. We cannot continue to be a laughing stock in the international arena,” he stated.
But Governor Ayodele Fayose considered the exercise as an afterthought. In a statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, the governor queried: “Would the president have set up a probe panel if these scams were linked to anyone in the Peoples Democratic Party (PDP) or those members of his party that are not in his good books?”
He added: “Most importantly, what business does a presidential committee have with an investigation into crime? Are they telling Nigerians that they have lost confidence in all the intelligence and investigative agencies of the government, including the EFCC and DSS?”

President Buhari suspends SGF, Babachir Lawal, DG, NIA
President Muhammadu Buhari has suspended the Secretary to the Government of the Federation, SGF, Mr David Babachir Lawal and ordered an investigation into the allegations of violations of law and due process made against him in the award of contracts under the Presidential Initiative on the North East (PINE).
A statement issued by the Special Adviser to the President, Media and Publicity, Femi Adesina, and made available to DAILY POST says the President has equally ordered a full scale investigation into the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos, over which the National Intelligence Agency (NIA) has made a claim.
The investigation is also to enquire into the circumstances in which the NIA came into possession of the funds, how and by whose or which authority the funds were made available to the NIA, and to establish whether or not there has been a breach of the law or security procedure in obtaining custody and use of the funds.
The President has also directed the suspension of the Director General of the NIA, Ambassador Ayo Oke, pending the outcome of the investigation.
A three-man Committee comprising the Hon. Attorney-General of the Federation and Minister of Justice, and the National Security Adviser, headed by the Vice President, is to conduct both investigations.
The Committee is to submit its report to the President within 14 days.
The most senior Permanent Secretary in the SGF’s office, and the most senior officer in the NIA, are to act, respectively, during the period of investigation.

Buhari’s men have buried their loot in Aso Rock – Fayose
Ekiti State Governor, Ayodele Fayose has alleged that some people close to President Muhammadu Buhari have buried their loot in the Presidential Villa in Abuja.
Fayose stated this in response to Lai Mohammed’s statement, where he claimed that looters now bury stolen funds in cemetaries and deep forests.
In a statement issued by the Governor’s media aide, Lere Olayinka, Fayose slammed Mohammed for playing on the intelligence of Nigerians.
“Looters in the Muhammadu Buhari’s presidency, especially those being compensated for funding the election of the president in 2015 bury their own loot in the villa with presidential protection.
“Should it be wrong for other supposed looters that do not have presidential protection like the All Progressives Congress (APC) looters to bury their loots in burial grounds probably for spiritual protection?
“Nigerians can no longer be fooled with stage-managed loots recoveries, with no traceable owners (looters), especially when the loots are traceable to close associates of the president and his cabinet members.
“Obviously, this so-called anti-corruption war has become a laughing stock with N49 million found in Kaduna Airport, N448 million discovered in a shop at Victoria Island, Lagos and N13 billion found in Ikoyi, Lagos neither having owners nor the identities of owners of the property where the money was found known,” the statement read in part.
Fayose also claimed the recovered monies either belonged to those around Buhari or that the government planted them “to sustain its fake anti-corruption fight”.
“It is either the money belongs to members of Buhari’s government or it is being planted by the government to sustain its fake anti-corruption fight in the minds of the people.
“Enough of stage-managed and fake anti-corruption war aimed solely at opposition figures, especially presidential hopefuls in the 2019 election”, he said.

Buhari is a complete failure, fascist – Balarabe Musa
Elder statesman and second Republic governor of Kaduna State, Alhaji Abdulkadir Balarabe Musa has slammed President Muhammadu Buhari, describing him as a failed leader.
He said Buhari and his ruling All Progressives Congress (APC) had failed Nigerians and should be booted out without delay.
Speaking with newsmen during the weekend, the outspoken former governor, said things had gone from bad to worse under the current government led by Buhari.
But in the case of the APC, it is fascism and you know that you have no stand with a fascist who clear the obstacle by enemies. This is what we are experiencing now.
We have replaced incompetence with fascism,” he quipped. He said, “I will tell you they are complete failures. If PDP was incompetent, APC is even worse. In the case of PDP government, it was just incompetence and you can negotiate with incompetents.”
On the way forward, the octogenarian said: “The way forward is the complete change of the socio-economic system and the leadership produced by it. Believe me, since we have reached the end of the road, there is no need pretending. We have to go to the ultimate, a revolutionary upsurge either in a legal sense or social revolution.”
“The face-off between the legislature and the executive is the worst experience we have had in the history of democracy in Nigeria. It seems that this is the worst relationship between the two arms of government.
Musa also bemoaned the recurring feud between the legislature and the executive arm of the government, stressing that it had never been this bad in the history of democracy in Nigeria.
“The obvious reason for this is the socio-political system controlling all development in the country which is based on self-interest first and public interest second. We never had it this rough before and this is the reason for so many aspect of the negative state of the nation,” he said.
He faulted the strategic plans put in place by the Independent National Electoral Commission (INEC) ahead of the 2019 general elections.
“The whole conference about strategic plan for 2019 and the presentations are theoretical and elitists. There are so many things that the electorate cannot understand.“I received the document for the 2019 general elections strategic plan at the event venue. ‘Things were better when Osinbajo was acting than now Buhari returned’
President Buhari’s return from his medical vacation affected the good works of Osinbajo in restructuring the Nigeria economy, said Tanko Yakasai, an Elder Statesman.
It was allegedly reported that Yakasai told newsmen (Sun, Daily post) in an interview on Saturday while comparing the state of the economy when Osinbajo acted on Buhari’s stead and the return of Buhari.
Yakasai reminiscence that things were moving on good till Buhari returned back from his medical vacation.
According to him, “Niger Delta militants stopped blowing pipelines and Nigerians were enjoying more than 8 hours of electricity” Speaking further with newsmen on his take in 2019 election, Yakasai wished Buhari good luck if he wishes to seek for a second term.
“This is in the hands of God. If Buhari is fit, good luck to him. He admitted that things went on fine when Osinbajo acted for him; you know the vice president is younger, while ill health and military background weaken the president.
“Things were better when the vice president acted because I was getting electricity for eight hours a day, and now since Buhari came back and took over, electricity supply dropped to two or three hours in a day.
“Same happens in Lagos, people pay electricity bill they didn’t enjoy, it wasn’t happening when Osinbajo was acting.
“During the short period that the VP acted, there was no blowing of pipelines anymore.
“If what happens in this country in the last two years didn’t kill me, I don’t think it will kill me in the next two years.
The suffering was much, I suffered and you suffered.
“The other day I got a text message from somebody who complained how he has been suffering, as his pensions had not been paid for over one year, and his children are still in school, I told him, how I was also suffering.
“Everybody is suffering, but if we want to suffer, we can continue the suffering.
The Hausa people say, Mutuwar yawa kaka meaning ‘If death is going to take everybody, not me alone, let it come’.
“So, you can see, if Buhari says he is fit and wants to continue, I wish him good luck.” He said.

Trump plans to move ahead with Nigeria planes sale
Sources said the deal could be worth up to 600 million dollars.
Sources also said the Super Tucano A-29 aircraft, an agile, propeller-driven plane with reconnaissance and surveillance as well as attack capabilities, is made by Brazil’s Embraer.
A second production line is in Florida, in a partnership between Embraer and privately held Sierra Nevada Corp of Sparks, Nevada.
Former President Barack Obama’s administration originally agreed on the sale, but delayed it after incidents including the Nigerian Air Force’s bombing of a refugee camp in January that killed 90 to 170 civilians.
The Trump administration wants to push ahead to boost Nigeria’s efforts to fight Boko Haram and bolster hiring in the United States by defence firms.
“We’ve been told that the administration is going to go forward with that transaction,” a congressional aide said.
Formal notification of the deal has not yet been sent to Congress but is expected shortly.
Trump has said he plans to go ahead with foreign defense sales delayed under Obama by human rights concerns.
A senior Nigerian military source in Abuja, Nigeria’s capital, confirmed that the sale would go ahead and said it would also involve training, surveillance and military intelligence “to support … the ongoing insurgency war.”
In March, the Trump administration informed Congress of its plans to pursue a five billion dollars sale to Bahrain of Lockheed Martin F-16s and related equipment, which had been held up under Obama when Bahrain failed to meet human rights targets.
Reuters first reported the Obama administration’s plan to sell the Embraer aircraft to Nigeria in May 2016, as a vote of confidence in President Muhammadu Buhari’s drive to reform the military.
The Super Tucano costs more than 10 million dollars each and the price can go much higher depending on the configuration.
It is powered by a Pratt & Whitney Canada PT six engine.
Trump’s plan to move ahead with the Nigerian sale was first reported on Monday by the Associated Press.
The U.S. congressional source said rights concerns remain, despite support for the sale from some lawmakers.
There are also questions about whether Nigeria will be able to pay the full 600 million dollars for the aircraft, equipment, training and support.
U.S. officials said Buhari raised frustration with delays in the sale in a phone call with Trump in February.

Nigerians already aware Buhari, APC have nothing to offer but lies – Wike
Rivers State Governor, Nyesom Ezenwo Wike, on Friday stated that it was now very clear to Nigerians that the All Progressives Congress, APC, has nothing to offer in terms of developmental projects, apart from lying to Nigerians.
Wike also stated that the ruling party’s fight against corruption was targeted at intimidating political opponents, as the APC only prosecutes former PDP governors , while indicted former APC Governors are allowed to roam freely.
Wike was speaking at the Government House, Port Harcourt when he granted audience to the Abuluoma Council of Chiefs, saying that there is no sincerity in the fight against corruption by the APC.
According to him, “Nigerians have seen that the present ruling party has nothing to offer them except to tell lies.
“They claim they are fighting corruption, but how many APC former governors have been arraigned.
“Nobody is against the government fighting corruption, but it must be fought with sincerity.
“Even when an APC Former Governor is indicted by a judicial commission of Inquiry , they fail to prosecute such a person.
“I just heard that they have arrested the former Niger State Governor after two years.
Maybe because political activities are picking up and they want to intimidate him, that is why this is happening now.”
